Guide to Running a City Without Having a Civil War

The Basics

This game becomes easier when you understand a few key things. Laws can cause problems, so it’s best to avoid passing them, especially when they’re on cooldown. Laws can be a trap.

The main strategy is to only pass laws when the game forces you to or for specific benefits. If you pass a law, follow it with another law that balances it out. This approach prevents civil unrest and keeps people satisfied, allowing you to build your city peacefully.

For technology, choose a mix to maintain balance. For example, pick forager food and frostland, but nerd resource. In politics, avoid favoring one extreme group over another. Try to keep all groups neutral towards you. Focus on improving living conditions for everyone. This will make people like you without causing conflicts.

Be careful about making promises, as people will be upset if you break them. Agendas are less important because people don’t mind if they lose. Use the negotiation system to influence votes.

Be cautious about growing beyond 10,000 people. This triggers new challenges like crime and poor living conditions. Consider moving extra people to colonies. Build a strong economy before allowing significant growth.

Economic Development

  • When developing your city, try to place housing areas next to each other. Don’t worry about special buildings early on. It’s easy to change your layout later because you get most of your resources back when you remove buildings.
  • It’s better to improve existing areas than to build new ones. Basic areas aren’t very efficient, but adding buildings to them is good. Stacking special buildings isn’t important until later in the game.
  • You can reuse steam cores by removing buildings that use them. The workforce reduction from special buildings isn’t as helpful as you might think, especially in cold weather.
  • Getting storage buildings should be an early goal. Start with energy storage, then food, then others.
  • Heating buildings can be useful if they cover more than three areas.

Focus on researching heat and exploration early. Heating for settlements is very important. Build up your city with what you find while exploring. Having five scout teams can support a large coal production area.

Try to set up two or three research buildings quickly, but make sure you’re earning enough to support the scientists.

After meeting basic needs and starting research, focus on making money by providing goods and prefabs, and upgrade your main power source. The main power source might use other resources if it runs out of oil, even if you choose the “only burn oil” option.

In the middle of the game, resource extraction in the city becomes good when you have buildings and special storage areas. Colonies are important to keep your main city growing.

Late in the game, focus on using unlimited resources in your city, placing industrial areas next to them with special buildings to increase productivity. Also, turn settlements into outposts.
