Personal Recommendation

Without any testing, just based on description

Gaia

7 stars required. Her 30% speed reduction is the most valuable buff. She is just pure support. Her damage looks low.

Elisha

8 stars is needed. Her dmg output should be similar to Eudora. She is also great team buffer for Ethereal team. She is better to pair Eudora because Eudora ultimate will have 10 hits. Each hit lands as crit hit will boost the team once. She may not be the saver to turn Ethereal team. But she is very good DPS.

Arthur

7 stars already good. He buffs the team MaxHP and ATK (by just deploying him). Pair with Ophelia to boost his MaxHP will increase more his ATK. He is super tanks, good DPS, and Doom team buffer.

DiaoChan

Similar to Atropos. But in order to get better and consistency buff, she will need an expensive red rune set to make it work. (or it will be a gambling as it is only 50% to apply buff). Her buff will last permanently (unless purify by enemies) , not just 1 round like Atropos. But the major drawback on her buff is flat 50% while Atropos is 40% based on her ATK. That could make a big different (Atropos is way better in short battle)

Relic

I will recommend to get Soulbinding Lance. It has similar to Flame banner. Flame banner is for holy shield (def) and def reduction on enemies. This one is Double dmg and reduce enemies dmg. 1 start already has the 100 energy recover which is excellent.
