It’s a random drop. You can purchase a level 38 version with Glory from the Huntsmaster, or Arsenal may have one for sale. Hard to tell without knowing how far into the game you are.

Otherwise, any sword and shield will do for now. Tooth and Claw just has a very strong weapon ability.

The build

I do AP Wingrave with Tooth and Claw.

Basic gameplay is Righteous Strike > Light + Hold Heavy Attack > Righteous Strike.

Use your other abilities on CD, and send the Weapon Ability when you have it for extra damage.

Every time you complete a melee combo your righteous strike will reset, and sword and shield Light + Hold Heavy is the shortest combo you can do.
